What is the Loans and Bursaries Program?
The Québec Loans and Bursaries Program is administered by Aide financière aux études (AFE). It helps eligible students who do not have sufficient financial resources pursue recognized vocational, college, or university studies.
Financial assistance is assessed individually based on recognized study-related expenses and the financial contributions that may apply to the student, their parents, spouse, or sponsor.

How Financial Assistance Works
Financial assistance under the program initially takes the form of a student loan. If the loan amount is not enough to cover the financial need calculated by AFE, part of the assistance may be provided as a bursary that does not have to be repaid.
The amount of assistance is determined based on recognized expenses and the financial contributions that may apply to the student, their parents, spouse, or sponsor.
Loan or Bursary — What’s the Difference?
Student Loan
Financial assistance is initially paid as a government-guaranteed student loan. Any portion converted into a bursary does not need to be repaid. Repayment of the remaining loan generally begins six months after you finish or leave your studies.
Bursary
If your loan does not fully cover your financial needs as assessed by Aide financière aux études (AFE), you may qualify for a bursary. A bursary does not need to be repaid.
Who May Qualify?
Eligibility depends on several factors. In general, applicants must meet requirements related to status in Canada, Québec residency, recognized studies, and financial need.
Support for Vocational Studies
Québec’s Loans and Bursaries Program may apply to recognized vocational training programs, including certain programs leading to a Diploma of Vocational Studies (DVS / DEP), provided that both the educational institution and the program meet AFE recognition requirements.
Students must be admitted to a recognized institution and pursue full-time or deemed full-time studies in a recognized program
